                                 ——基于学校多功能视角的分析     (2019年第4期)

  [摘 要] “三点半现象”是随着我国社会和经济结构的转变而产生的困扰家庭、学校与政府的问题。相较于校外机构而言,学校能更高效、安全地提供令人安心的服务。综合英、美等发达国家的治理经验,我国学校需要提供“课后服务”,以满足家长对于多样化学校服务的需求。反思我国治理“三点半现象”提供的社会服务功能比较单一、时间比较短、学校自主权弱化等问题,应将“三点半现象”的治理纳入现代学校制度建设议题。通过多种途径促进家校共治,保障学生身心健康发展;充分利用学校的存量资源,鼓励提供多样化社会服务;规范收费政策,鼓励社会参与,扩大学校自主管理的可能与空间;合理支付教师课后服务报酬,调动教师积极性,维护课后服务的可持续性。

                       The Solution to After-School Services in China

                    ——An Analysis Based on a School's Multi-functions

  Abstract: Resulting from the changes of China's social and economic structures, the after-school services in China have become a problem puzzling families, schools and the government. Differing from other educational institutions, schools can provide more effective and safer services. Using the experience from Britain and the U.S. for reference, China's schools need to offer diversified after-school services to meet the needs of students' parents. Currently, the after-school services are featured by single functions, short time, and limited autonomy. Therefore, we must include this problem in the topic of the mordern school system so as to push forward the family-school management of schools and ensure students' physical and mental development; make full use of schools' existing resources and encourage various social services;standardize the policy about charging fees, encourage people's participation, and expand self-management by schools; and ensure a reasonable payment of teachers' after-school service fees to arouse their enthusiasm and maintain sustainable after-school services.
